The defendant in this case charged $5900 per person to start the process plus a $900 fee that she was supposedly using to file the applications. The government is understandably hot and bothered with sending Smith's activities because she made $3.3 million filing these certificates. But the problem was, as I've said, she was filing them after the expiration date.
