Where's the Russian Air Force?

The Russian Air Force is designed to blow the hell out of convoys. And here we have largely flat land. It's not even winter. The days aren't even short. The weather isn't even that bad. I mean, maybe a lot of it's not flying. Maybe the man pads, the stingers and so on are really scaring them off. Why haven't they take out critical infrastructure? It just keeps blocking the internet. They're a failed idea. Unless you're dealing with masses of infantry without man pads, but attack airplanes are not. That was always the truism: People use like, oh, the American Air Force wants to have dog fights.
