Ambedkar said unless you have fraternity the rest of it just goes for a toss. Reservation system creates greater sense of small v's because every cast subcast etc wants to josel for space, says Ravi Agrawal. Public spaces need to be constructed and that process was attempted at various times in the past but is now being attempted by private developers.
