Is there ever a time where leaders should say what needs to be done, or should tell a team what to do? The pandemic office closing is a great example. More often than not, what's behind a mandate is a belief we're holding on to that may no longer be true. And i don't think most people function in the way that you mention, so it is finitely overused.
