It's not the IPC that actually declares a famine. That has to be a joint decision made with other parts of the UN, as well as the government and other key actors in the relevant country. The dispute over whether Ethiopia has recently experienced famine or not just shows the importance of the word,. It can often force the world to act. Laura Hammond says that's precisely what does happen.
