Is There a Relationship Between Scholars and Political Power in Sub-Saharan Islam?

In the eastern part of the Islamic world, there are circles of students gathered around individual masters. The student will get a kind of written certificate saying, I've studied such and such a text with such andsuch a master. This is sort of like when you authorized GK to teach Afro-kind of philosophy by referring as PhD. Yes, I think it's a universal model in the Islamic world.
