Is Proof of Work Mining in Sweden a Good Idea?

Politicians in both sweden and norway this week have agitated against proof of work mining, saying that they need an eu. Wide ban on it. And i find it actually kind of backwards. There's only one pool of bicoins you can fight for every day. So perversely, if you ban biquin mining in your renewable electricity grid, you're actually increasing the carbon intensity of bit coin over all.
