Politicians need to act, and that causes people to act before the information warrants it. Intelligence agencies felt pressure to find evidence of w m d's weapons of mass truction after 9 11. And so you can imagine the same sort of incentives play out during covid. Depending on whether or not you're a your boss, do they want to hear that cases are high or low? That will influence what you report to them.
