The Role of Inner Speech in Language Acquisition

Would it be that children can have or use inner speech even in the very early stages of language acquisition? Or do they have to be at least a little bit more proficient, like, for example, at around three, four years of age, something like that? There is some debate about this. I'm on the side that things that you probably had the capacity to do in a speech very early on. That doesn't mean you use it to talk to yourself.
