The beauty of L2s is that you actually only need one of them. So if nine of them went down and one was still processing the transactions, it would still be fine. And then two in contrast to layer ones, which needs two-thirds of them to be online. It just depends on what system they're using. But a properly constructed L2 that has an exit to L1 functionality, even if all the sequences are down, you can still exit to L 1 on the L1. If the L1 goes offline, your money is basically stuck, you can't withdraw. There's no transactions being processed.
