Is China a Leader in the Energy Game?

China has no controls on their plants and has energy about 20% the cost of ours when it comes from coal power. They have an incredibly ambitious set of goals about implementing renewable energy sources. It's ridiculous to point to their energy strategy and pretend that there are no controls on it. In fact, I don't think it's that out of sync to say that they've taken something of a leadership role internationally in terms of their climate policy.
