In the 20 odd years ago, the big threat that current threatened was terrorism. The problem has been not that there will be a pandemic. It was always a question of when. Resilience always costs money and we need to build in some sort of resilience into our society. We can't spend possibly several billion pounds a year, put aside for an indeterminate length of time,. because you've got to put money away due to possible pandemic.
