Kim Gardner, the controversial St. Louis Circuit Attorney, has announced that she will be resigning on June 1st. Gardner was elected after promising to reform the criminal justice system but couldn't accomplish anything in six years. Her reforms were in line with many other progressive prosecutors around the country who are also seeing issues with their reforms. Paya says Chileans have also been plagued by high crime and poor border security.
