Cage discovered that even in total silence one can still hear one's own blood and nervous system, so will never experience total silence. The piece was the something new he'd been looking for that could be useful to society. This idea of recontextualising existing material was one that had already been done in the art world by Marcel Duchamp as a sculpture titled Fountain.
