Is Tala Medicine a Good Health Cure?

If we're spending more on tela medicine, what are we getting for it? That's probably the big question. We need to improve health. And if that leads to increased spending, that's good. However, if tala medicine is leading to a lot of worried well getting more care but not reall leading to any commensurate improvement in health, that's a problem.
