The Importance of Dependency

Liberalism itself is oriented to breaking social bonds and it looks like we're arriving at that point doesn't it? We never really actually free ourselves because there is no such thing as freedom there's only duty and dependence. Rousseau does have a particular line in the social contract that expressly says the whole purpose of liberalism is to make man as independent of one another as possible and as dependent on the state as possible. I mean Locke obviously wasn't in favor of this but he clearly has lost the argument.
