I was one of the things I was shocked by was actually how straightforward it is. Every single article couldn't be effectively more streamlined, but couldn't have greater clarity really in what the expectations are. That also stretches into Article 8, which is about engagement with supporters and local communities within this Convention agreement of 2016. The importance of emphasising the word shall is that it's not encourage or guidance, it's binding. And the French state was under an international legal obligation to require the French police to act within the Convention.
