The Importance of Small Business in the War
Truman seemed deeply focused on including small businesses in the programs, et cetera. And he's using that as part of his evaluatory standard for the defense industrial base. That seems almost sort of political assessment rather than one inherently interested in the best outcome. He hammered this small business drum throughout the war. It really wasn't practical to take some of these huge defense contracts and farm them out to little tiny businesses around the country.
