Is There a Meritocracy in India?

Ahem jug says, how do we stop drain of brain? Oll ian it to make the country better. Meanly, to have a better education system, uni to have meritocracy in the nation. So the problem is that there is no meritocracy in india. In government jobs, you have all the reservations. Ande there is so much corruption. There is so much misgovernens. The roads are bad. The traffic is always congested. Cities, whenever it rains, they go under water from time to time,. especially even large cities. If you have a society that is built like this, then people are going to try and live for better prospects.
