A Bouncy, Floating Fudal System

There's every chance that once these things start happening, the breakdown of law and order will mean that laws really won't really be in force any more. So occasionally we suggest that people tie their rafts together and start creating their own nation states. Between them, they can share out weaponry that any of them have been able to keep er for the end times. And then basically what we'll have is a sort of floating er version, a sort of slightly more, slightly more whimsical version of what we have now,. which is countries going to war with each other, but in much more fun er, bouncy and floaty way.
