Norway has this famous sovereign wealth fund in oil and I read recently about it. It was not set up by Norwegians but the kind of person who spearheaded it was a well. He's like we just discovered an F ton of oil we have no local industry what should we do with it? And so Norway's solution is to tax the resource rent atlike a really punitive level because it's basically just an ongoing windfall profit.
