The South African mining industry is a key source of profitability. Key to this profitability is the reproduction of cheap labor, and it's of course cheap black labor. So one way to theorize this is to think about the role of the apartheid state as sort of standing in for white capital. The policy of racial segregation cemented in the early years of 20th century created the foundations of South Africa's racial capitalism and the modern apartheid regime.
