New York City's Rulemaking Process

The rulemaking process is underway with an initial wave having been announced. There's a consensus among experts, 26 council members, advocacy groups and practitioners about what those wreck limits should be. But the real estate lobby wants them to be very, very loose. If wrecks are allowed to take the place of energy efficiency improvements, that means that there won't be pollution reductions in New York City.
