There's still a persistent perception that China is exclusively interpreting events in Ukraine through its positions on Taiwan. I think if you look at the readout, especially the Chinese version of the readout from the meeting with Jake Sullivan and Yang Jit-Shir, most of it is about Taiwan. The right inducement to get China to actually play a more constructive role in this would be sort of an explicit statement on Taiwan," he says.
