The downside of centralization is you have fewer brains making the decisions. If you want to respond to customers, or if you want code that people can experiment with a lot, those are all cases where you want to decentralize. But as a result, it's harder to directly measure how well any group of five people is doing. And this is a major point of concern, actually, for a lot of companies such as hedge funds.
