Gabrielli: The bill expands the definition of a refugee to include those who are trying to escape conflict. After Russia invaded Ukraine in February last year, Japan accepted 2448 asylum seekers. But they have been classified as evacuees and not as refugees. Gabrielli: What the bill tries to do is to set up a more concrete system for these quasi-refugees.
