The book is estimated to have been written around for 30 AD so it's several hundred years after Caesar's reign. Vigetius put this information together through at a minimum keen observation of how the Roman legions and the Roman military worked. George Washington Carried an annotated copy with him which as I dug into it may or may not be completely true, but at a minimum he paraphrased Vigetium in his first address to Congress in 1790.
