The allies don't know really what's going on inside the German leadership. Part of the reason for demanding an unconditional surrender is that it means you aren't subject to internal wranglings within Nazi Germany. You place a single non-negotiable aim politically because you don't know who's loot warm, who's detaching themselves and all those sort of things.
