In 19 92, libia refused to hand over two men ted of involvement in blowing up a passenger plane over the scottish town of lockeby four years before 270 people were killed. The sanctions that were imposed back then applied mostly to the aviation sector. Targeted sanctions also cut off funds for rebel groups behind instability in parts of africa such as sieral and angola.
