The Intermediary Analytic Between Stoppage and Complete Flow

I was interested in what it meant to think about continuity, not in a necessarily normative way like stop is bad and continuous is good. What it meant to have an intermediary analytic between complete stoppage and complete flow. How can we think about medicine as a form of traffic? We are frequently stopped and refigured and then put on some other sort of speed pathway again only to hit another roadblock. I mean, referral is one of a million examples of the ways in which healthcare actually is a traffic property.
