Civil Disobedience, Conscientious Objection
Private, conscientious objection that doesn't seek to engage others in deliberation has less of a claim to the protections of conscientiousness. This person isn't trying to support or promote something that they claim they think is very valuable. So, the conviction argument rests on my account of sincere conscientiousness and defends civil disobedience as the practice that best reflects sincere conviction.
