Is the Journal System Catching in the Honesty Paradox?

Journalists have it within their power to reject papers that are much more likely replicate. One way they could do this is to a, when they have a submission to a paper, put that paper to a critictio market and see if it replicates. So soo, we what we can conclude there is, at least as it stands, academiism is caught in this, and the attempts to correct it ar perhaps getting caught in the same trap, right?
