The Justice Department Can't Spend Any Money Prosecutioning Americans

The House has to be willing to go to the mat on this. The Senate isn't going to want to buy into this. And so there's going to be a fight and probably the fall over whether to continue funding of the government because they won't get all the appropriations bills out. There'll be one gargantuan bill that has to be voted on in order to keep the government operating for either a month or whatever period they agree.
