Is There a Correlation Between the Wealth of a Society and the Poor?

The rich are going to be dramatically worse off because we've worked on our level of taxation or how much money we're going to put into policing. If you think there's no correlation between the way you organize those systems and the results, then Rawls has got a very different problem. It seems to me that the more the scenario gets spelled out, the less clear it is that the distribution is observed.
