The Fed's Future of QE

Joseph Wang believes Fed will continue QT on stage, but then by treasuries behind the curtain once the debt ceiling deal is reached. And then TGA issues treasuries to market. Do you think bank reserves will be used to buy treasuries or will the Fed buy them QE? I mean, I guess you have to agree with the idea that this will happen at all before you answer that question.
