Is There a Top Down Imposition of Regulation of Markets?

No one actually thinks that completely free markets exist. Even the most ardent market liberal will gue that there are certain fundamentals you need ua system of rule of law, any protection of private property right? That's the basis. And so it's not a, and i also understand the point about, like, being a top down imposition.
