In 1868, the English astronomer Norman Lockyer discovered a new element called Helium. It's about 8% of the sun, which is to say that it's almost all of the sun after hydrogen. By measuring how far those spectral lines are shifted, you could get an exact mathematical measurement of how red-shifted or blue-shifted your galaxy was.
