On March 19th, the Russian revolution broke out in Moscow. The capital demanded a new government be appointed by the duma. But President Nicholas II refused to appoint anyone with no administrative experience. His wife Alexandra told him not to make any concessions and just ignore them. So he gave in but it wasn't enough for some of Russia's most senior officers. They were forced to arrest all ministers so they wouldn't cause more bloodshed. This was seen as an attempt to save the empire from further upheaval.
