When students ask me about how they can handle this stuff with phrasal verbs I often just say treat it like a separate word. Just look at give up as one new separate piece of vocabulary store it as a separate thing. When we hear give up, we're not creating a semantic link with the word give. And when there's a phrasal verb which is built on a on an original verb which is something more visual as well. We have because with run is such a visual thing we imagine somebody running. Nobody in this sentence is running unless they're running to the next shop before it closes and you still need eggs. You know, that's not running out.
