The State's Monopoly on Justice

Justice inherently is seen as one of state's critical function and this goes from time immemorial. So considering states do not have their tendency to seed space for even things which they are not supposed to do, let's say, airlines, scoter manufacturing in india,. or hotels, or so many things, or oil production. How are they conceding space for one of their biggest monopoly i mean, like, what has your experience been? Is there a pushback, or is there support? And i think there's not a clear answer to the sad because we have done like, close to ten government projects now.
