Rousseau said that in the case of decisions about the social contract itself, unanimity is required. If we have to make an important decision that's going to affect everyone, we can be more reflective and require unanimity. There has to be some way of not participating in the consensus if I don't want to. And then the question would be, we need to have decentralized systems of organization so that there are many different kinds of organizations.
