What Characterizes a Safe City?

In a safe city, you shouldn't need to worry about whether or not you can go to a police officer for help. In some cities, the police work hand in hand with the bad guys and they actually help the criminals. And one other thing that characterizes a safe city is that you shouldn't really need to alter your plans in a very big way as a tourist.
