What Is Operational Direction?
In the end, it doesn't really matter from a perspective of this agreement. It's not legally binding in any sort of way we would understand. If they had been forced to expressly debate what the appropriate approach would be framd, the two parties may have broken that agreement. The fact that they didn't and embraced ambiguities by hopy results, i think no just is, again, part of the negotiation process for these international agreements.
