The Importance of Sanity in Contracting

When you have the government picking winners and losers in an economic competition it makes the individuals within the government more susceptible to bribery. How do we begin to restore some kind of sanity to this process? The Supreme Court and the courts look at these programs again as I mentioned they look at them very closely in the 80s and 90s.
