The government of china would disagree with you that they're very good at discovering hitherto unknown islands and setting a restoatary basis on them. If vienna has an extremely large industrial economy then it could build islands out of the ocean. But if not, mostly you have to convince the international community that that island is your own - which is something that china has kind of struggled to do.
