The Problem With Repatriation
Congress has continually debated and tinkered with the rules of apportionment. It is true that now 5% have no representatives, so they will not be able to vote in congressional elections at all. But that still leaves them within the quota, and indeed only slightly further from their exact quota that they were. Most advocates of representative government would regard this as much less representative than what it was before.
