i like putting my bike work first and then strength training second, because i'm not pushing my one rap max. If the bike work is really strenuous yet, you never want to let strength training compromise your bike training. There's a neural component with everything we do in terms of physical stress. But there's a far greater neural component, typically, on the strength training side of things. I don't want to make an easy day harder than it should because i need that weak replenishment.
