Is TSMC Moving Too Fast to US?

Right now Taiwan makes the highest technology semiconductor, which make Taiwan an important piece for US government perspective. My concern is that Intel might be able to hire a lot of engineers away from TSMC because they get paid about half or even less than half what Intel pays its engineers. So my concern is that if TSMC moved too fast to US, especially don't forget about Intel. Without good EO rate, nobody can make semiconductors. That's the biggest bottleneck for Intel.
