The Vector Vint Problem in Swift Generics

There's some level of inter operation that's difficult because swift generics have to be separately checked. Effectively, you can't avoid the idea of an ibstantiation back trace in c plus plus. But let's have it stop at the boundary with swift, so that it maintains that kind of pure quality o the swift language.
