The Reconstruction Movement in the South
The summer of 1865 and into the fall of 1865 is a really pivotal time for Reconstruction. A lot of people are watching to see what's going to happen with these new governments that are being established under Johnson's policy. By the time Congress comes back into session in December of 1865, they've been out of session. So Congress couldn't really do anything while Johnson's program was unfolding. The Republicans had this expectation that he would carry on their preferred plan for this post war period. He didn't.
